The Robert Russell Mansion was purchased by Cuyahoga County in 1914. From 1918 to 1932, it served as the County Juvenile Detention Home. In 1932, the County moved the Detention Home to its new building on the corner of Central Avenue and East 22nd Street. This undated photo was taken circa 1920s.
