The Southwest Investment Target Area (SWITA) inspected homes for code violations in Moreland and Lomond communities since 1992. SWITA also allocated grant money to residents for exterior repairs to help alleviate costs of rectifying violations, and offered annual awards for home improvements. In 1995, Moreland on the Move Community Association partnered with SWITA in requesting the City of Shaker Heights increase funding for its grant program. The City agreed to match resident expenditures up to $2000.
