The Ships Are Coming
Congress established the U.S. Shipping Board as a regulatory body in September of 1916 to help stabilize conditions, rates, and marine insurance at a time when the Great War was presenting both new opportunities and dangers to the shipping industry. The board was also responsible for determining the type and quantity of ships needed to revitalize America's Merchant Marine. The Emergency Fleet Corporation, a subsidiary of the Shipping Board, oversaw the contracting, building and delivery of vessels.
