Wartime Industry
Over one-fifth of Cleveland's mill and factory force was working on military and naval contracts by the middle of 1917. With war industries competing for steel and labor, the Emergency Fleet Corporation commissioned the construction of wooden vessels to small boatyards such as the Rocky River Dry Dock Co. as a way to quickly grow the size of America's mercantile fleet.
