Still a Tough Place in 1901
As the above article from the December 29, 1901, Cleveland Leader suggests, the Isle of Cuba was still a tough place to live or work in at the turn of the twentieth century. The Cleveland police department assigned two of its most physically intimidating officers (including Officer Metzermacher shown above) to walk the beat in this neighborhood.
