The $60,000 sea lion pool was nearly finished by the WPA in 1939. Needing both a fence and sea lions, the exhibit sat empty for a year. With each animal priced at $340, and being accompanied by an annual feeding cost of $600, the zoo was unable set aside the necessary funding to open its newest attraction. The costly concrete basin was reminder of the challenges faced by the public institution during the Great Depression.
