Mayor Herman C. Baehr, 1909
The early successes of CABA and its institutionalization as the primary amateur system in Cleveland can partly be attributed to the cooperative efforts that the organization received from the city government. Herman Baehr, who was mayor at the time of CABA's creation, had been a long time advocate of the sport. As a member of the Second Board of Park Commissioners in the 1890s, he advocated for the inclusion of baseball diamond in city park grounds.
