Carl Stokes Presents Hough Revitalization Effort, October 25, 1968
Even following a change of Cleveland's administration from Ralph Locher to Carl Stokes, the revitalization of Hough proved to be slow and painful. The Hough Area Development Corporation (HADC), one of the nation’s first community development corporations, spearheaded a number of projects intended to revive the neighborhood as early as 1968.
