Chelton Park was redesigned as a public space for elementary school children during the early 1990s. Following its reopening, the need for parks that served teenagers quickly became apparent. Local middle and high school students regularly congregated at the park. Representatives of Moreland on the Move Community Association advocated for the development of additional safe, accessible recreation spaces to serve the needs of Moreland teenagers. Efforts were also made to secure community basketball courts as part of the recreation facilities being constructed along Chagrin Boulevard.
